He pointed out the importance of having a framework designed to identify users in the digital enrollment of government services. Collaboration and standarization are essential to building that proper regulatory framework to develop identity verification systems. According to Edouard, education, continuous learning and cross-border partnerships are necessary to integrate digital verification systems into current infrastructures.
