GVG at GSR-25: Strengthening Digital Trust and Regulation

Global Voice Group (GVG) had the privilege of participating in the Global Symposium for Regulators (GSR-25), hosted by the International Telecommunication Union (ITU) in Riyadh, Saudi Arabia, from 31 August to 3 September 2025. This prestigious forum brought together regulators, policymakers, industry leaders, and experts from around the world to address the most pressing regulatory challenges and to shape the future of digital governance. At this influential event, GVG contributed to the dialogue on how technology can drive transparency and sustainability in digital ecosystems.

Why GSR-25 Matters to GVG

As a RegTech company, GVG was honored to participate in GSR-25, a valuable platform for engaging in global conversations on technology and regulation. The event allowed us to exchange insights with regulators, policymakers, and industry leaders; strengthen our partnership with the ITU in support of inclusive and sustainable digital transformation; and reaffirm our mission to provide regulators with digital tools that enhance transparency, compliance, and trust. More than a privilege, this participation marked a meaningful step in aligning with the evolving needs of the global regulatory community.

GVG’s Contribution to Best Practice Guidelines

As part of the preparation for GSR-25, GVG also contributed to the Best Practice Guidelines consultation process. Our submission is publicly available on the ITU GSR-25 Consultation Webpage.
The key points of our contribution included:

  • Regulators as ecosystem builders: Regulators can go beyond enforcement to foster innovation, trust, and inclusion through adaptive approaches.
  • RegTech at the core: AI, big data, and blockchain enable smarter oversight and help emerging economies leapfrog outdated systems.
  • Collaboration is key: Cross-border cooperation, strong institutions, and public-private partnerships are essential for fair and trusted digital ecosystems

These recommendations reflect GVG’s commitment to responsible regulation that fosters innovation while protecting consumers and safeguarding digital ecosystems.

GVG’s CEO at GSR-25

On 3 September 2025, our CEO, James Gabriel Claude, participated in a high-level session focused on how emerging technologies—such as artificial intelligence, big data, blockchain, and the Internet of Things—can be applied throughout the regulatory cycle to enhance supervision, strengthen compliance, and support data-driven decision-making. The discussion emphasized the transformative potential of these tools in building more agile, transparent, and responsive regulatory frameworks. Mr. Claude was honored to contribute to this important dialogue, drawing on his extensive experience in managing the deployment of digital supervision platforms and revenue assurance systems across multiple jurisdictions, and in supporting regulators with tailored, scalable RegTech solutions.

An insightful and forward-looking session that brought together diverse perspectives on how innovation can reshape the future of regulation.
