The constant developments in the ICT field have led to the rapid expansion of the telecommunications sector in most countries, especially developing and emerging countries, to the extent that this sector is now considered as crucial to the various national economies. It is therefore essential that the governments and regulators have full and real-time visibility of the telecommunications traffic handled by local operators and international carriers. Global Voice Group (GVG) developed its flagship product, the Telecom Traffic Monitoring System (TTMS), specifically to guarantee transparency within the sector.
1. Transparency and accountability
The TTMS provides governments and telecommunications regulators with full visibility over the national telecommunications sector, thus increasing transparency and accountability, to the benefit of all stakeholders, including the industry players themselves and the consumers. It does so by collecting and processing the data relating to the international, local and roaming traffic flows in real time, and by compiling them into reports that can then be used for investigation, revenue-assurance and regulatory purposes, all in full compliance with privacy laws.
2. Regulatory compliance
Having real-time and reliable access to accurate traffic measurements makes it possible for the regulators to efficiently fulfill their regulatory mandate, which consists of ensuring that the laws and regulations pertaining to the sector (e.g. those related to the declaration of the traffic volumes terminated on the operators’ networks) are strictly adhered to. The TTMS enables the regulators and the tax authorities to be much more proactive in verifying regulatory and tax compliance, preventing non-compliance instead of penalizing the telecom operators after the fact, thus reducing the cost of non-compliance for industry stakeholders.
3. Powerful antifraud tools
The TTMS includes a fraud detection and management system, Telecop, which will enable the telecommunications regulator to efficiently coordinate the fight against the illegal diversion of international traffic through the automatic detection of fraudulent lines and the geographical localization of fraudulent or suspicious equipment. The elimination of fraudulent traffic will not only secure the operators’ revenue, but also improve the quality of service on international calls, since calls going through illegal routes are of poor quality due to the VoIP compression methods used by fraudsters. Telecop represents the result of more than 15 years of experience in the fight against illegal bypassing and grey traffic.
4. Revenue mobilization
By increasing transparency, regulatory compliance and the fight against fraud, the TTMS gives the government the means to optimize the revenue generated by the telecommunications sector. Bypass fraud causes significant financial losses for the operators and the government alike. By curbing such fraud, the Telecop component included in the TTMS helps secure the revenue generated by international incoming calls. Furthermore, the capacity of the TTMS to measure the telecommunication traffic of a given country not only allows the regulator to send the operators accurate bills for taxes and regulatory fees, it also represents a very useful tool when used in conjunction with an innovative financing mechanism.
5. State-of-the-art verification technology
The TTMS was developed by GVG using the latest verification technology. Its customizable and scalable architecture allows for the seamless integration of other GVG applications, to enable the effective oversight of other services, such as mobile money, for instance. It is completely non-intrusive, which means it doesn’t in any way affect the operators’ activities. Despite its sophistication, it is easy to deploy and user-friendly. GVG constantly works to keep its technology up to date, not only to ensure that its stays abreast of the never-ceasing developments in the ICT domain, but also – and that is its priority – to ensure that it is always in a position to meet the evolving needs and requirements of its clients.
