REPUBLIC OF CONGO

 

  • The ARPCE in Congo has signed a partnership agreement with Global Voice Group which supplied this Regulatory body with the IMS™ tools for the supervision of international incoming traffic as well as the Revenue Assurance Solution which enables the ARPCE to fight against fraud by detecting fraudulent lines that should be disconnected. 
  • The inauguration of the Centre for the Control and Supervision of international incoming calls in the Republic of Congo took place in June 2009 in Brazzaville under the patronage of the Minister of Posts and Telecommunications Mr Thierry Moungalla who stated that he was extremely satisfied to have equipped his country with this valuable system.  During the ceremony, Mr Moungalla disclosed that his country had, within two months, brought in 1,8 Billion FCFA (the equivalent of 4 Million USD) thanks to the Centre.   
  •  « The big losers of this system are the perpetrators of fraud » said Mr Laurent Lamothe, CEO of Global Voice Group, during the launch of the Centre for the Control and Supervision of international incoming calls in the Republic of Congo. 

REPUBLIC OF GUINEA

 

  • Mr Ousmane Camara, former Director of the ARPT, stated during the launch of the STP interconnection systems in Guinea « …Every communication minute that previously remained within the sector as a measured unit of a telephone call thus becomes a form of merchandise, of which the traceability, when it is imported, is ensured by Government”.
  • Thanks to the technical expertise of Global Voice Group, the ARPT, the telecoms Regulator in Guinea, successfully launched its system for the control of interconnections on the 1st of September 2009.
  • Before this system for the stabilisation of revenue from the Telecoms sector was put in place, income generated by international incoming traffic in Guinea was around 2,4 Million dollars per month.  Since this system has been operational, combined revenue for the operators and Government is estimated at approximately 7 Million dollars per month, or an increase of 300%. 
  • Half of this revenue, 3,5 Million Dollars, is directly attributed to the National Treasury.  For Guinea, this means a substantial contribution towards solving its economic and social challenges.    
  • Within the first four months of being launched, more than 13 000 fraudulent lines have been detected thanks to the system, which represented for the Government of Guinea a loss of nearly 15 Million USD.

GHANA

  • The Centre for the Supervision and Control of international incoming calls has been operational since the 1st of March 2010.  
  •  M. Joshua Peprah, Licensing and Regulation Director of NCA has confirmed that « via the IMS system, Government is streamlining the Telecoms industry and increasing its revenue as well as that of the operators.  Moreover, the system will contribute towards raising the standards of service  and eliminating fraud ».
  • The Communications Minister of Ghana, the Hon Haruna Iddrisu has stated that the consolidated system will guarantee an even rate of 0.19 USD per minute for all international incoming calls in Ghana.  
  • « When the system functions to optimum capacity, the Government will be able to generate 50 Million additional USD every year on international incoming calls », added the Honourable Minister.
